I remember when I went to college and so many Freshman girls from "down south" (Pennsylvania) had the down jackets that were the rage then (very expensive) with expensive boots, and gloves, but would they wear hats? (bad for the hairdo) Did they stop wearing miniskirts or wear tights with them? Of course not. I guess those girls grew up to be your neighbor.
Having grown up in Maine, we knew the value of staying warm.
